Mr. Enoch H. Cobbinah is the Chief Director of the Ministry of Education as the bureaucratic head of the Ministry. He is the chief adviser to the Minister. He exercises oversight responsibility on the Directors and the functions of the Ministry. Until he became the Chief Director of the Ministry of Education in February 2013, he was the Chief Director of the Ministry of Finance and Economic Planning.
He also headed the Non-Tax Revenue Unit of the Ministry of Finance and Economic Planning which is responsible for mobilizing revenue other than of tax revenue.
Mr. Enoch H. Cobbinah has vast experience in public financial management especially in budget preparation and implementation. He played a key role in reforming the legal institutional and regulatory framework for improved public financial management in the late 1990s and early 2000 which culminated in 2004 into the review of the Financial Administration Act, the Financial Administration Regulation; Internal Audit Agency Act and the Procurement Act.
Mr. Cobbinah played several leading roles in shaping government machinery in the public service exemplified by his contributions as Governing Board member in a number of boards including the National Insurance Commission; the National Lotteries Authority and the Central Tender Review Board. He has served in various capacities in a number of technical committees including the Land Policy Steering Committee, Revenue Leakages Committee; Audit Report Implementation Committee and the Coordinating Committee on Destination Inspection among others.
Mr. Cobbinah has also imparted knowledge to both students and public sector staff through various workshops and seminars.
Mr. Enoch H. Cobbinah has a Masters’ Degree in Economics and Statistics from the Economics and Statistics Institute, Moscow. He has had training in Public Financial Management, Tax Policy and Revenue Forecasting and Budgeting at Harvard and Duke Universities among others.
He is a devoted Christian, a pastor in Christ Vision Sanctuary and Chairman of Council of the Church. He is married with two children.
