The Civil Service Act 1993, PNDC 337 provides for the Minister of Education to coordinate, monitor and evaluate the efficiency and effectiveness of the performance of the sector, amongst other things.
In order to fulfill the mandate enshrined in the Act, the Ministry has adopted a Performance Management System which enables the Minister to regularly coordinate, monitor and evaluate performance of all key actors s under the Ministry so as to ensure that they are held accountable for
delivery of the Education Strategic Plan (ESP) and Priority
Under this Performance Management System, the Reform Secretariat (RS) has supported all Reform Owners (ROs) and Agencies to prioritize Key Performance Indicators and select appropriate Milestones and targets. These have then been put together in a Roadmap to guide implementation.
In order to ensure continuous monitoring and periodic accountability for performance of these target, the Ministry has signed Performance Agreements with Reform Owners, heads of agencies and their board/council chair persons, formally committing them to achieve these targets.
The Performance Management Framework therefore seeks to enhance the Minister’s ability to measure the success of the educational reforms and also hold his key actors including chairmen of Boards and Councils accountable for performance.
As part of the performance management process quarterly review meetings called “Accounting to the Minister Forum”
have been agreed to between the Minister, as Chair of the Reform Steering Committee, and Reform Owners and Heads 
of Agencies. This Forum presents the opportunity for key actors to present progress made, issues, challenges and bottlenecks, and to discuss mitigation measures. It also enables collective problem solving and facilitates institutional collaboration, integration and harmonization.
The first “Accounting to the Minister Forum” covering Quarter 1 of 2019 was held with five key reform agencies namely National Council for Curriculum and Assessment (NaCCA), the Ghana Education Service (GES), the National Council for
Tertiary Education (NCTE), the National Teaching Council
(NTC) and the National Inspectorate Board (NIB).
Prof Kwesi Yankah, Minister of State for Tertiary Education, who chaired the function on behalf of the Honorable Minister of Education, mentioned the objectives of this performance management framework to enhance the Ministry’s ability to measure the success of the educational reforms and to hold key actors including chairmen of
Governing boards and councils to account for performance. He stressed that the institutional delivery framework is dedicated to the coordination, alignment, harmonization, monitoring, tracking and evaluation of Key Performance Indicators and targets of reform initiatives and provision of capacity support to reform owners to address gaps, slippages and blockages that may occur in the implementation of roadmaps by reform institutions.

All five Reform Owners took turns to present their key achievements, challenges, risks and proposed mitigation
measures. Presentations covered both first quarter
(January-March) and included updates of April and May 2019

Possible delays in the passage of outlined legislations on key
reforms was seen as a potential risk that may affect
performance achievement of some reformers like the National
Council on Tertiary Education.

The GES Q1 target of 70% trained teachers in KG and primary schools was achieved
